He characterized the situation as a political choice rather than a policy disagreement, since Democrats had consistently opposed the bill. According to him, failing to pass the bill can push the digital asset industry outside the United States.
He also dismissed critics’ allegations regarding protections for developers and consumer safeguards. Bessent slammed the democrats who opposed the bill for lacking safeguards while making millions of dollars from the same industry.
The bill’s Titles II and III aim to strengthen regulatory and compliance obligations for digital asset intermediaries and decentralized protocols.
Developers who do not take custody of users’ assets are not required to register under the Bank Secrecy Act. He stated that the Fraternal Order of Police, which once opposed the bill, has now endorsed it.
Bessent highlighted that democrats opposing the bill are afraid of Senator Warren and her “Anti-Crypto Army,” she said, to build.
Why is the Crypto regulation bill facing delays?
The House passed the bill in late 2025 with bipartisan support, 294–134. However, the CLARITY Act has faced several obstacles in the Senate. Disagreements and debates over the implementation of its provisions have delayed further progress and negotiations.
At the same time, banks and financial institutions have raised their concerns surrounding stablecoin rewards and anti-money laundering safeguards.
Recently, ethics provisions were one of the major obstacles in the process until the White House agreed to them. The provisions ensure that the Department of Justice will serve as the primary enforcer of the regulations.
However, the Senate has rescheduled the legislative calendar to focus on the Russia sanctions bill. The legislation can only hold the vote on one bill at a time, putting the CLARITY Act on hold.
